I really like this picture and can easily picture this character in a game or some such. The colours chosen fit really well together and blends nicely.

What first grabbed my attention though, is the armour he is wearing. It looks like it's suppose to be some sort of metal armour, but the dithering on it is random. Random dithering creates more of an organic feel to it, with uneven texture. I'd prefer that the lizards skin was dithered like this and that the armour was dithered normally, making the texture smooth.

The background also bothers me a bit, since it's not done in the same detail, it just looks as though the character is just pasted upon it and does not really belong there. Some dithering on it would have a huge difference I think, and would have raised the over all quality.

Then, there is the right arm, which looks bent in a weird way, just below the shoulder. Not a huge problem, since I had to look for quite a while before seeing it, neither a huge problem to fix.

The overall of this picture though is really nice. There is skill involved here, be it natural or well practised I don't know.
A few small stylistic choices made on the onset of making this picture though, would have made a big difference in the end product.
